In order to further standardize the drug use behavior of medical institutions, the State Food and Drug Administration recently issued the "Measures for the Administration and Supervision of Drugs of Medical Institutions (Trial)".

According to the provisions of the Measures, the drugs used by the hospital should be purchased by a dedicated department, and other departments and medical personnel are prohibited from purchasing the drugs themselves. When purchasing drugs, it is necessary to request and retain the legitimate bills of the supplier, and establish purchase records so that the votes, accounts, and goods match. At the same time, the hospital must establish and implement a purchase acceptance system. Purchased drugs should be approved on a batch-by-batch basis, and drug acceptance records should be established. The acceptance of donated drugs and the transfer of emergency drugs from other medical institutions should also comply with this requirement. The hospital shall establish a zero-filling and zero-distribution management system for the smallest packaged drugs to ensure that the drug quality can be traced back.
